Steven Moffat draws upon our deepest and most primal fears as he sets the scene in the restaurant. To become food is to not only lose a body but autonomy. Reduction to component parts means losing control over even the memory of what we are. A creature walks the world with our face but it is not us. This is not surrender it is annihilation €“ remaking the original until it is as if it had never existed. The cyborg is the creature the Doctor fights to not become. A Time Lord is at the top of the food chain. It would be quite easy to perceive other beings as animals to be used up and discarded. The cyborg is convinced of his righteousness and will allowing nothing to divert him from his path to glory. The Doctor purposefully surrounds himself with reminders that he is not a universe of one. He wants to be told when he is in danger of going too far and he encourages his companions to form their own opinions and fight their own battles without him.
