While it would be fine if the Cybermen took a four or five year break from the TV show, it feels like they have unfinished business that needs to be addressed in Series 13.

Well, not the Cybermen specifically, but the variant created by the Master - his Time Lord/Cybermen hybrids that were last seen at the very end of Series 12.

When we last saw these CyberMasters, they were about to be destroyed in the explosion of the death particle that completely ravaged the remains of Gallifrey, but conveniently, the episode didn't actually show them dying. We hear the Master telling them to follow him, and then, we cut away to a wide shot of the explosion.

The point is, this whole thing is clearly staged so that Chibnall can easily say "yeah, they survived", without having to explain how. He clearly didn't show them dying because he wants to bring them back in the future (and also, they barely got any screen time in Series 12, so it would be a total waste if they weren't utilised further), and so, it's possible that we'll see them once again in Series 13.

Even Chibnall's aforementioned comment about the Series 12 finale setting up Series 13 storylines could be a nod to the CyberMasters.
