It's incredibly difficult to judge Littlefinger in any list. It still remains incredibly hazy as to what his end-goal is and which side he really supports, if any. Whether he's a total rogue or secretly tied to another house off-screen, there's no doubting he has the power to bring the Seven Kingdoms to its knees. He's the ultimate puppetmaster, and for all he's a lethal, largely merciless man, there's a thrill in watching him commandeer the nation with his words. He is very much an anti-hero, but as his intentions are still shrouded in mystery, he can certainly pass for being a cult hero.
