8. Lester Buchinsky
Who He Is: Lester Buchinsky - also known as the Electrocutioner - was an inmate at Arkham Asylam after being arrested for his role in bank robberies with civilian casualties. Taking on the much cooler alias of Jack Gruber for his tenure at Arkham, he took advantage of the poor security and organization at the asylum by finding ways to conduct electro-therapy experiments on fellow inmates.
What He Did: His experiments left him with inmates who were highly suggestible to his commands, enabling him to orchestrate a mass breakout from Arkham. While some of the inmates were recovered, Buchinsky escaped with a henchman. Wreaking havoc in certain circles in Gotham, he ultimately makes a move on the police headquarters. Admittedly, he is thwarted by a Gordon wearing a pair of rubber shoes and throwing a beverage on his gear, but he's still pretty scary.
Current Status: In jail. The Electrocutioner was arrested after short-circuiting.
