7. Penguin€™s Rise To Power

Many were surprised when it was announced that Gotham would also tell the origins of several Batman villains. Since many of his enemies are around the same age as Batman, that would mean they would be children or teenagers in the beginning, and while it's true that some of them did have their mental issues when they were younger, one of the notable aspects about Batman is that most of the €œfreaks€ didn€™t start appearing until after he showed up. Without him, there€™s not much of a story to tell with these villains. But that€™s not the case with Oswald Cobblepot, a.k.a. The Penguin. One of the few Batman villains who€™s not insane, Penguin was a career criminal years before Batman existed. His most notable features (other than his freaky looking face) being his black-and-white formal wear and a love for birds and umbrellas, he holds class and opulence above all else, and even as a prominent member of the Gotham underworld, he keeps up his appearance of a dignified gentleman. In recent iterations, Penguin maintains the facade of a respectable business owner, making sure the crimes he plans can€™t be traced back to him and leaving the dirty work to others. Cobblepot will be a main character in Gotham and is described as €œa low-level psychopath for gangster Fish Mooney who hides his sadistic lust for power behind an exquisitely polite demeanor.€ Penguin has always been portrayed as an older man, so it makes sense to see him as a young criminal while Batman€™s still a boy. That said, it€™s important through the course of the series that we see Cobblepot€™s rise in the criminal underworld. Specifically, there should be a moment where he eliminates Mooney or some other high-level gangster and takes their spot as the big boss. By the time Batman shows up, he€™ll be the classy crime lord who will do anything to achieve more power in Gotham City, and all while maintaining his publicly €œelegant€ persona.
