With all the archers in the Arrowverse we've seen, good and evil, from the Green Arrow and Arsenal to Malcolm Merlyn, Cupid, and Prometheus, it's kind of hard to believe the Legends don't have one of their own. Like her brother and ex-boyfriend before her, Thea eventually joined Team Arrow - trained to fight by Merlyn - as Speedy, though she retired from the role by the end of the fourth season.
Since that time, Thea's been an incredibly wasted presence on Arrow, missing for episodes at a time throughout the fifth season and put into a convenient coma for most of the sixth so far, with a perpetual sense looming over her that those involved in making the show simply don't know what to do with her anymore. Considering she's been around from day one and has grown a lot over the years, it's disheartening to see the character's importance so heavily reduced.
While it'd be easy to suggest that Roy should join the Legends, he's been gone so long and Thea is in such dire need of something to do that the younger Queen sister would benefit far more from coming out of retirement to join the Legends. Now that her father is (seemingly) gone, too, along with his direct sway over her that led her to retiring in the first place, Thea traveling through time to have fun and lighten up after years of living a relatively depressing existence would go a long way in revitalizing the character and her place in the Arrowverse.
