2. Billy Russo
Billy Russo was a formidable foe for Frank in season 1 and his brutal takedown in the finale promised us a thrilling revenge storyline in season 2. Instead, the season takes the unexpected path of portraying him as a broken, amnesiac figure whose mind has been shattered more than his face.
The problem with the amnesia plotline, though, is that it removes the opportunity to go deeper into the Billy of season 1. Surely the thing we've been waiting for these past two seasons is to really examine how he feels about selling out Frank's family - and yet season 2 never lets Billy remember this key moment in his life, preferring to focus on his tragic situation. Something that will never truly hit home as we've seen how evil he can be last season.
Given these problems, you might wonder how Billy ranks so high on this list. The answer is: Ben Barnes. As great as Barnes is at playing arrogant a-holes (see also, Westworld), he excels at playing the confused, lost Billy of season 2. It's a shame this run didn't capitalise on the promise of the season 1 finale but at least the actor ensures the character is always compelling.
