10. Thomas 'Herc' Hauk
Often times brutal, other times simply unethical, Herc was not a great example of Baltimore's finest during his time on the show. A close friend and partner to Ellis Carver, the pair were often at the centre of some of the show's most comedic moments in the earlier seasons as they were frustrated by their constant use on surveillance duty.
Herc began to descend into more morally questionable waters as time went on whereas Carver managed to lift himself up. Herc eventually proved to be one of the most destructive detectives on the force being the primary cause for negative consequences surrounding Randy Wagstaff, Bubbles and setting back a great deal of progress in the Marlo Stanfield investigation.
Eventually, Herc's boisterous and less than stellar social skills led him down a path that resulted in him being discharged from the police force. He would then take a job working for the dirty lawyer Maurice Levy who used him as an investigator. He later showed some signs of remorse for his actions during his tenure as a detective but it was no where near the kind of regret that Carver felt.
