5. Legion Of Doom

What happens when you have a TV show full of the Arrowverse's best secondary characters? Why, you create an ensemble of the Arrowverse's best villains to duel with them, of course. It may have been as on-the-nose as it gets, but somehow Legends of Tomorrow turned the tide during its second season to deliver one of the most entertaining outings that this shared universe has ever seen — and one of the main reasons for that was the Legion of Doom.
Comprised of former Arrow and Flash Big Bads Eobard Thawne (Reverse-Flash), Malcolm Merlyn (Dark Archer) and Damien Darhk, the villainous faction were so tired of losing that they decided to procure the Spear of Destiny to rewrite reality itself. The three contrasting villains had an unbelievable amount of chemistry together and because of their history on The Flash and Arrow, they were incredibly well-developed — each one with their own unique goals and desires.
In addition, Legends revitalized Merlyn, who had grown stale on Arrow while finally allowing Neal McDonough to shine as Damien Darhk (who was much more suited to Legends). It was also great to see Matt Letscher get the chance to portray Eobard full-time (Tom Cavanagh portrayed the role on The Flash due to Eobard's possession of Harrison Wells).
Captain Cold and Heatwave were later added, capping off a dream team that highlighted just how rich these recycled villains truly were.
