The Kesprytt were divided into two warring countries - the Kes and the Prytt Alliance. When the Kes applied for Federation association, the Enterprise-D was dragged into the middle of a conflict that had raged for years.

Both sides displayed extreme levels of paranoia, shutting off any and all communications between their governments, leading to a virtual blindness in terms of intelligence. When the Enterprise arrived to assess the Kes, the Prytt leader - Lorin - ordered her forces to kidnap Picard and Crusher, who were due to beam down to speak to the Kes.

Riker managed to use Lorin's fear of outsiders against her, promising that if any harm befall either Picard or Crusher, the resulting investigation would be highly invasive. He didn't get much further with the Kes, who themselves displayed such misplaced surety of his duplicity that he ordered them off the ship as well. Based on Riker's recommendation, they were denied Federation membership at that point.
