5. Checking On Her Lower Decks So Infrequently She Needs Directions (Good Shepherd)
If the recent Star Trek: Lower Decks has taught us anything, it's that the junior members of the crew could do with a little more noticing by the senior staff. Mariner and Boimler have both flown under the radar so long they can get up to all kinds of chaos on the USS Cerritos, which is so outlandish that it seems like this might be the exception.
However, by the close of the sixth season of Star Trek: Voyager, Janeway displays that she has visited the lower decks of the ship so infrequently, and dealt with those members of the crew so little, that she is both unaware of their activities and even needs directions (from Tom Morello no less) to actually find them.
Compare this to a certain Captain Picard, who was able to identify the section of Jefferies Tube that he was in with Neela Darren simply from glancing at the walls. That, too, came in his sixth year onboard the far larger Galaxy-class USS Enterprise-D. Unfortunately, this is a fairly poor show from Kathryn Janeway.
