In Waltz, Dukat and Sisko finally lay it all out and speak honestly. The scene is set with the destruction of the USS Honshu, then their escape to a nearby barren world. Sisko is badly injured during this escape, leaving him in the unenviable position of being at Dukat's mercy. Frankly, it would be safer to poke a sleeping Dragon in the eye than to allow Dukat to be the one in charge.

As their stay on this planet goes on, Dukat's mental state begins to unravel. He sees apparitions of Damar, Weyoun, and Major Kira - supporting or mocking him, depending on the moment. Though Sisko is initially unaware of this, he can see that time is running out in terms of safety around this man.

Things to come to a head when Sisko finally challenges Dukat on his actions during the occupation. Put on the spot, Dukat cracks, and finally owns up to how much to believes in himself. The Bajorans, in his mind, benefitted from his 'guiding' hand, fully believing that he made things better for them, rather than worse. Sisko attempts to tackle him, before Dukat takes a metal bar from the recently destroyed communications array and viciously beats Sisko with it. 

Attacking a man while he's down is simply par for the course for Dukat, and barely even enters he's top ten worst actions.
