Perhaps one of the greatest acts of evil committed by Dukat is the secret talks with the Dominion. This was revealed in the hours following the arrival of a large Dominion force in the Alpha Quadrant. Though seemingly geared up to fight, Dukat broke ranks with the Federation ships, joining the Dominion fleet. 

The secret talks in which he engaged were designed to bring Cardassia fully into the Dominion fold. There are, of course, many aspects of this that were devastating for the Alpha Quadrant. While the extent of the war would become apparent in the years that followed, he had effectively doomed his own planet. First, his secret talks ensured that the majority of the Cardassian people had no say in matters.

Then, as the truth came out, Dukat began to see a flaw in his plan: the Cardassians, while certainly a stronger force in the quadrant, had adopted new masters. He had sacrificed their autonomy for the promise of strength. Before the war ended, millions of Cardassians would lie dead on the streets of their own planet - all thanks to the selfish plans of one man.
