James Sloyan's Admiral Alidar Jarok is a man of the people. His actions throughout The Next Generation's classic The Defector illustrate that he does not want war with the Federation. He is one who would want to seek more peaceful ends rather than mass bloodshed.

Discovering that Nervala IV is to be used as a base for a large Romulan fleet, Jarok flees under the alias of Sub Commander Setal to be saved by the USS Enterprise.

Jarok is more than comfortable with the Federation, never appearing in discomfort for being on the USS Enterprise and holds his line to the very end. He is fiercely loyal to the Empire and we do see this through his decision to preserve their secrets and destroy his scoutship.

What comes to pass in that it's been a rouse to weed him out demonstrates to the audience that this is a Romulan who wants his people to survive and not kill themselves off in a ridiculous manner. If the settings were therefore correct it would be logical to assume that he would want to join with the Vulcans if only for self-preservation.
