3. Harry Kim
Typically, Starfleet officers who perform well only stay an ensign for about three years, but, because of Voyager's unique circumstance being stuck alone in the Delta Quadrant, Harry Kim stayed at this rank for around seven years. Because of this, he's had more experience as an ensign than anyone else on this list.
Harry graduated from the Academy as valedictorian of class, and was apparently trusted and talented enough to be immediately given a spot on the bridge as the chief operations officer, something very uncommon for new graduates. In this role, officers that would normally outrank an ensign actually served under him. Occasionally, he even commanded the night shift and led away missions.
His other achievements include helping to design and build the Delta Flyer, helping to save the entire crew in the episode Workforce, and going back in time in the episode Timeless to save Voyager from crashing into a planet.
There wasn't much room for promotion on Voyager, but Harry Kim still managed to go above and beyond the duties of a typical ensign. Without his help, Voyager probably would've never made it home.
