3. Captain Kathryn Janeway
Station: Voyager
While Deep Space Nine is the superior spin-off show, Captain Janeway is a force of nature who deserves even more credit than Sisko because of the nature of her ship's mission. She is effectively a war leader, thrust into a situation that you couldn't describe as impossible without it being a gross underestimation.
Janeway is a formidable leader with a formidable intellect and might well rank highest of this entire group in strategic terms. She wouldn't deviate from her mission unless compelled hugely, because the stakes involved the lives of her entire crew and while someone like Kirk was a huge risk-taker, that was the opposite of how Janeway operated.
That stoicism could be seen as a limitation, but more than any other Captain, Janeway actually paid attention to the necessary balance between personability and professionalism with her crew. And it helped her make the difficult decisions, like when she was actually forced to risk her ship in the sake of saving the many over the few.
