10. Billy Hargrove

When Billy Hargrove was first introduced during Stranger Things 2, it was clear that there was potential to explore the troubled character's backstory, but it was never realised. This season, however, that all changed.

Though Billy spent most of the season playing a devilishly brilliant villain (he had been flayed by the Mind Flayer), there were some truly beautiful moments that allowed us to glimpse into his past and, in a sense, understand his character.

He could have been developed further but, as we knew so little about him (not-to-mention the fact that he was a mindless evil drone), what we got was enough, and it ultimately set up a surprisingly emotional redemption arc for the character. So, you could say that Billy finally realised his potential, after all.

Moreover, Dacre Montgomery managed to shift between flayed Billy and real Billy rather effortlessly and, for that, he deserves some major credit.
