3. Captain Cold & Heat Wave
Since his first appearance on The Flash, Leonard "Captain Cold" Snart has become an undeniable fan favorite, with his respect for and tenuous relationship with Barry Allen always ensuring for an entertaining episode every time he shows up. With so many villains already on the show, it says a lot that his departure midway through season two for Legends of Tomorrow left a noticeable hole behind.
In contrast, his accomplice, Mick "Heat Wave" Rory hardly made the same type of impact in a pair of appearances in season one; entertaining, sure, but wildly overshadowed by Cold.
That said, it's hard to discuss the two characters without discussing Legends of Tomorrow, which saw the completion of Snart's turn from Rogue to hero - an evolution The Flash had kick-started. It also saw Rory's evolution from grunting sidekick to fully-fledged, vengeance-driven villain to surly but lovable team player, with both arcs solidifying the former Flash villains as Legends whom it's hard to imagine the Arrowverse without.
