6. Cicada/Orlin Dwyer
Orlin Dwyer was a villain of substance, and fans were definitely happy about that. Cicada's pain and motives came from a place of love, though his actions were very evil. Part of what made him such a compelling enemy is that he was a complex character. His ability to learn the error of his ways was something we had not seen in other villains on the show.
When Orlin learns his niece Grace, who he has adopted, is a meta-human too, he sees something needs to change. Cicada agrees to take a vaccine to cure his meta abilities, but only if his niece is also treated. His love for his niece sends him on a path for revenge but, it's that very same love that frees him of his quest for vengeance. It's these circumstances that make it all the more tragic when a future, grown-up version of Grace show's up and kills him.
As viewers, we rarely get to see a villain turn their story around, and in this case, we got a small taste. With this in mind, Orlin's death being dealt by the same niece he tried so hard to protect is especially brutal. He's proof that it's generally our worst decisions that come back to haunt us.
