Another speedster villain, although not the kind we're used to. Top doesn't run at great speeds, but he does spin at them, using this technique to deflect bullets, induce vertigo in his enemies, and for some reason gain added intelligence, which leads to him developing telekinetic and telepathic powers.

For Season 3, they're taking Roscoe Dillon and turning him into Rosa, with Ashley Rickards (One Tree Hill, Awkward) portraying the first female version of the character, which is an interesting, er, spin on things.

Top will first appear in episode four of the new season, appearing alongside Mirror Master (more on him in a bit) as the Bonnie to his Clyde, apparently.
