4. Dead Weight (Season 4, Episode 7)

Following his introduction, The Governor became the most dangerous adversary in The Walking Dead for an extended period. In a fit of rage, the Governor mercilessly guns down his entire platoon at the end of season 3 and presumably flees into the wilderness shortly afterwards. It's only deep into season 4 when we pick up the villain's story again.

Things kick off in episode 6, "Live Bait"; we see the Governor as a drifter, wandering the ruins of Woodbury and eventually coming into contact with a new group. Thanks to his charisma, he's able to win the people over to his side and persuade them that Rick and company are their sworn enemy. Before that however, we've got a trudging and slow episode to go through. In "Dead Weight", the Governor slays his former lieutenant Martinez and takes full command of the survivors.

Ironically enough, the title of "Dead Weight" is an apt description for the Governor's sluggish takeover. Did it need to be stretched out over two episodes? Likely not; the slower sections of "Live Bait" could have been reworked to show the Governor taking control and building his new army. At the very least, the mid-season finale "Too Far Gone" goes a long way to make up for it.
