12. Philip "The Governor" Blake (David Morrissey)
The Governor was the show’s first big villain, with a whole town behind him and a vicious nature hidden underneath a kind and welcoming exterior.
David Morrissey’s performance is a revelation. He was violent and insane, with his fragile mental state only deteriorating further as he came face to face with the Survivors.
His season four stand-alone effort Live Bait was a great showcase of Morrissey’s talent and The Governor’s complexities. Not only does he hold your attention, but there’s a moment where it looks as though he might be able to be a good man.
As far as characters go, The Governor is as unforgettable and iconic as they come, a perfect representation of the evil and the worst the new world has to offer.
