Stephen Phillip Parr appeared in the first season episode of Star Trek: Deep Space Nine Dramatis Personae, playing a Valerian captain. The episode was one of the standout entries in the show's debut year, with Parr's role highlighting both his presence (he appeared on a computer screen) and the team's impressive prosthetics work on the actor as well.

Parr was a veteran of the screen by the time he appeared in Star Trek, with a career dating back to the mid-1970s. He appeared in ten episodes of All My Children as Rick Kincaid and sixty-five episodes of The Life And Times Of Eddie Roberts as Tony Cranpool. His role in Deep Space Nine in 1993 was one of his last credited acting roles.

Parr is survived by his wife of many years, Maryanne, and their child.
