8. A Significant Number Of Stars Won't Have Anything To Do

Given the size of WWE's roster, this is a concern for just about every PPV because, all said and done, you're not going to fit everyone on the card. That's fair and all, but it's going to cause more significant problems for an event as rushed as Payback.

We previously discussed how lacklustre the card could end up being because of the uninspired matches, but another thing holding it back could be the lack of star power. While Friday Night SmackDown has yet to throw its matches into the fray (Universal Title aside), the Raw portion is significantly lacking in headliners.

Stars like Drew McIntyre, Seth Rollins, Asuka, Kevin Owens and, yeah, the illusive Brock Lesnar are nowhere to be seen. And as most of those stars usually deliver, that doesn't exactly bode well for Payback.
