One is toiling against typical xenophobic booking (Nak-America) as United States Champ and the other has been lost in the mix of a women's division dominated by others.
In order for the 2019 Rumble to be truly satisfying, it has to be one everyone looks back to at the end of the year with a smile. We have to know that WWE's fore-planning counted, not realise that they gave Naka the win because they had nobody better at the time. That's been a problem plaguing the show for too long now.
Sometimes, having an obvious winner isn't a bad thing. For example, Braun Strowman or Drew McIntyre; it's already obvious both will be part of the Universal or WWE Title scenes for years to come, so there's no harm in having them win. The same goes for someone like Charlotte Flair in the female Rumble.
