3. Kane & X-Pac
Aside from perhaps his early stint as the 1-2-3 Kid, there wasn't another time in Sean Waltman's extensive career when he was as consistently over as he was when he walked down the ramp alongside the Big Red Machine.
And while a good deal of that had to do with Kane's uncanny ability, at the time, to put over anyone with a pulse (so...no Katie Vick), it should also be noted that Kane teamed with a number of small guys, including Rob Van Dam and The Hurricane - both of whom were arguably more popular than X-Pac. But neither of those combos holds up as well as Kane and Pac.
How they got together in the first place is a convoluted story that could have only happened during the Attitude Era, but their formation is less important than the first-rate matches they had while in each other's corner. Since Kane was pretty agile for a big man back in those days, their dynamic wasn't always that of the traditional big man/little man. They performed at a much brisker pace than most teams on this list.
Perhaps most importantly, these two had a well-constructed, cohesive story arc that allowed Kane to come out of his shell a little bit and transform his character into something more than a generic monster-type.
