4. Owen Hart
Of all the superstars on this list, it seems like Owen is one of the few who probably would have become WWE Champion if his career hadn't been cut so tragically short.
For much of his time in WWE, Owen was given sidekick roles, usually playing second fiddle to another member of his own family, whether it be big bro Bret or brother-in-law Jim Neidhart.
In fact, there was rarely a time when Owen was allowed to venture out on his own without some sort of chaperone, always bouncing around from tag teams and stables.
But on the brief occasions they let him shine, Owen delivered the goods. Yes, obviously his feud with Stone Cold could have done with fewer neck injuries, but it still remains one of the best all-around Intercontinental Championship feuds of the decade.
What really tempered his star in the WWE, though, was the Montreal Screwjob. Although it was obviously Bret who lost the most from it at the time, Owen suffered just as much in the long-run.
Stuck in a contract he couldn't get out of, Owen spent the next couple of years in limbo, constantly moving between unsuccessful gimmicks.
But Blue Blazer be damned, there's no way that Owen doesn't eventually reassert himself as a dominant force in WWE. Especially when you consider Vince was planning a total rebranding of his character which would have saw Owen - and not Triple H - become "The Game".
How different history might have been...
