Sean Waltman had been a brightly emerging star as the 1-2-3 Kid in the mid-nineties WWF, but in 1996 he had decided to jump ship to the better paying WCW. He joined fellow kliq members Kevin Nash and Scott Hall on the Nitro roster, and quickly developed a reputation as a bit of a trouble maker. Eric Bischoff would later comment that Waltman's sober days were "few and far between." Ultimately, WCW fired the hell raising Waltman. However, nobody expected him to then show up on Raw in the days afterwards. But that's exactly the move Vince McMahon pulled, signing the risky personality and sending him out on the post-WrestleMania 14 Raw as the newest member of D-Generation X. It was unexpected, and even more shocking when Waltman proceeded to cut a shoot promo on Bischoff and WCW.
