3. The Universal Champion Won't Be Around
Since Goldberg will be departing from WWE after WrestleMania, there's pretty much no question that Brock Lesnar is leaving the show with the Universal Championship. For the first time in over two years, Lesnar will be reigning as a World champ - and then he'll be gone.
The last time Brock was champion (he reigned from SummerSlam 2014 to WrestleMania 31), he only defended the title twice - once at Night of Champions and once at the Royal Rumble. He wasn't even around during the fall, when he likes to go hunting. It was unusual, and WWE tried to fill the gap with other stars (with varying levels of success).
This time, it will be even more difficult, as Raw has half the stars that WWE did then. If Lesnar really holds the Universal Title through to next year, that means the champ will probably only be competing five times, max.
Meanwhile, the U.S. Title will be treated as the top belt on Raw, and that didn't work out so well in the past.
