As a wrestling company, WWE should already have a basic line-up of what they want the WrestleMania card to be. That means WWE should know who they want to win the Royal Rumble right now.
However, the fact that many a Raw script is torn up hours before the show indicates that there is no long-term plan for WWE heading into WrestleMania season.
The Royal Rumble is a star-making machine. The winner is catapulted into the stratosphere and WILL headline WrestleMania. This should also be teased as well. We're only four months away. Stars like Damian Priest should be going out and hinting that they might win the Rumble.
At the end of the day, WWE doesn't do long term stories. The winner of the Royal Rumble could be changed the day of the show. However, if WWE want to keep their fans in good spirits, they should be building to the Rumble already.
