You can pretty much call Dolph Ziggler a "jobber to the stars" because that is essentially what he has become, and anyone in that role should be aware that the company will never utilize them in a meaningful manner again.

His last significant storyline came when he was chasing The Miz's Intercontinental Championship in the fall of 2016. Yes, it was a retread of a rivalry they had two years prior, but it was incredibly entertaining and each of their encounters was excellent. Once that ended, and Ziggler didn't have the gold around his waist, the writing was on the wall for his future in WWE.

Before that, you would have to go back to his awful angle with Rusev in 2015 for when Ziggler last had direction. He did vie for the WWE Championship at SummerSlam 2016 against Dean Ambrose, and although that appeared to be his final shot at super stardom, the match was a disappointment and WWE quickly moved on from him as a title contender.

If he wasn't pushed prominently after winning the unforgettable main event of Survivor Series 2014 (where The Authority was first put out of power), he won't ever return to that level for as long as he remains with WWE.
