Idea: Before reaching 2019's Draft, WWE head Vince McMahon decided to spruce his roster up by creating a "Wild Card Rule". It'd allow some creative leeway when it came to major stars cross-pollinating on brands they didn't belong to. Armed with his usual gusto, Vince announced that three wrestlers would be allowed to hop between brands each time.

How It Was Ruined: WWE couldn't stick to their own rules.

Soon after McMahon's claim that only three could jump, others began ignoring his pledge by showing up willy nilly as often as they liked. Before long, as many as six or seven wrestlers from rival brands were appearing without attempted explanation from the announcers or punishment from Vince for doing so.

The fact this happened the week after McMahon's big declaration shows how little thought was put into these Wild Cards; when the promotion itself has to upload a detailed description that tries to make sense of things, you know there's a problem.
