Fans already know who is on the bottom rung of the roster, and AEW already winks at meta-commentary as it is. Cabana is funny and likable where fans wouldn't get tired of him being the figurehead, especially if he reasserted his leadership by getting a few wins here and there. Others (like Peter Avalon, Luther, Angelico, etc) can be cycled in and out as needed. If anyone ever gets a push, that in and of itself is already a story in watching them break free from those chains.
