The best thing Andrade has done since rejoining WWE has been winning the Speed Championship, which isn't saying much. He's settled into a comfortable spot as an upper-midcarder not worth investing in as the actual United States champion, but perpetually hovering over that belt.

A heel turn isn't good enough to justify an increased push for El Idolo. He'd just switch up dance partners and work with the babyface side of the blue brand. But if he were to turn heel and start his own group, that might turn things around.

The trick is that WWE absolutely cannot give him a team of Latino wrestlers and play off his time as part of La Facción Ingobernable. As tempting as it might be to wait until Rey Fenix and Penta El Zero Miedo are free to join the WWE roster and put them together, it will come off too repetitive and potentially problematic to have three similar teams on the roster alongside LWO and Legado del Fantasma.

Instead, he should play into his clear love of the Batman villain Black Mask and lead up a more mafia-inspired gang, maybe bringing in other strays like Apollo Crews and to bolster his ranks and try to take over.
