It's understandable that WWE wants to save certain gimmick matches for its PPVs, but there would really be no harm in bringing the occasional ladder or cage to a non-televised show. WWE has rarely been known to do this, but a Ladder match would be infinitely more exciting for fans than a Universal title bout where the outcome is all but guaranteed.

The only issue with this is the wear and tear on the bodies of WWE's Superstars, but there are alternatives like Last Man Standing, Iron Man, or Submission matches. Honestly, it just needs to be something a little more thrilling than tame Street Fights named after the city WWE is in that day.

You could go to RAW and SmackDown every single week and probably still only see a handful of gimmick matches over the course of a year, so knowing that there will be one at these house shows means fans get to see something in person that they otherwise might not. That alone would be a huge draw.
