WWE might as well tell Rusev right now that they point blank refuse to push him as either a menacing heel or a beloved babyface. It doesn't seem to matter how much the Bulgarian connects with fans, because he's consistently undermined.

Shinsuke Nakamura can sneak into this entry too. His brilliant heel turn on AJ Styles at 'Mania 34 has been spoiled by the awful 'Nak-America' storyline and the fact he's trading titles like Pokemon cards with Rusev and now R-Truth. Yes, R-Truth, as in the same joke comedy character who was ousted from the Rumble so Nia Jax could play Chyna.

Truth is your new United States Champion, for...some reason. Don't get us wrong, he does have some entertainment value, but the delusional moron gimmick he plays shouldn't result in title wins, certainly not in 2019.
