WIth only a few notable exceptions, the Royal Rumble match always closes the Royal Rumble Pay-Per-View. Even though some could argue that the titles are more important that the Rumble, it's arguably the most anticipated match of the year, and the selling point of the show.

Putting the Rumble on last also adds to the drama of the show, as it means that the losers of the championship matches could end up in the 30-man match. If John Cena comes up short in his match with AJ Styles, it wouldn't be surprising to see him pop up toward the end of the bout. Likewise, if Styles or Kevin Owens lose their championships, they could enter the Rumble match in order to make one last claim on a WrestleMania main event.

That said, Roman Reigns won't be in the Rumble match if he fails to win the Universal Title from Owens. He's still the most protected star on the roster, and he won't be losing two matches in one evening (nor will he win - we don't need that again).
