4. Lex Luger
Lex Luger has been called "overrated" so many times throughout his career that he has almost become underrated. Though he undeniably flopped as Hulk Hogan's intended WWE replacement, he was actually pretty decent in the ring on his best days, and put on a number of enjoyable matches through his first WCW run. Despite this, it's unquestionable that he wasn't ready for the spot WWE tried to thrust him in, and the fans' rejection of Luger as a top guy is very understandable.
Like Hogan, Luger was tall, muscular, and relatively basic between the ropes, though he had little of 'The Hulkster's' charisma. He was pushed to prominence at a time when the fans were clamouring for Bret Hart, and his WWE career hit a nadir at WrestleMania X.
Luger was supposed to become WWE Champion at SummerSlam '93, but WWE delayed his coronation until 'Mania. They spent months building him up as the company's next big all-American hero, but ended up giving him a lame countout victory over Yokozuna, though he still celebrated like he'd won the title. The scene remains the ultimate symbol of Luger's inability to get over at the highest level, which is the main reason he's still mocked today.
