What Happened: Softball season.

Nah, that's a joke (hopefully). Weeks before SummerSlam '95, then-on screen President Gorilla Monsoon pretty much told fans that Shawn Michaels vs. Razor Ramon in a rematch of their classic WrestleMania X ladder match would be better than Shawn vs. Sid.

So, the "fan friendly" authority figure was booking that instead.

It's hard to argue with his plan, but it did dump all over the idea that the company had any faith in Sid. The bizarre thing here is that the WWF did present this match in late-1996, so they can't have been that sour on the big guy; Michaels did also write in his book years later that he never really enjoyed carrying the future Sycho.

Presumably, someone behind the scenes believed that Shawn vs. Sid would suck at SummerSlam. They could've been worried about the quality of the card generally too. Diesel vs. Mabel was hardly going to rule, was it?
