9. No Way Jose

No Way Jose is stuck in a rut.

He debuted all the way back in April 2016, but has never advanced beyond the midcard, and has primarily been used as a glorified enhancement talent. Jose put Austin Aries over early in his run, then feuded with Sanity, but was replaced by Kassius Ohno at TakeOver: Orlando, signifying his slide down the card. His last televised match (a loss to Lars Sullivan) came in September, and it's now abundantly clear that he's never going to be a major player in developmental.

Jose finds himself in a situation similar to that which Elias was in earlier in 2017. His development isn't quite complete, others have leapfrogged him in the pecking order, and there's now nowhere left for him to go in Full Sail University, leaving WWE with two choices: cut Jose loose, or promote him.

Though his gimmick feels very much like a small room act, it's worth giving Jose a try on Raw or SmackDown. It's unlikely that he'll ever be a major star, but Elias has looked considerably better on the main roster, with his success giving WWE a clear blueprint to follow.
