It's Paige because she's in her early 20s, skilled in the ring, has superior promo skills to most of her peers and she's able to get a good reaction from fans. The girls watching the shows want to be like her and the guys watching the shows think she's cool due to her ability to kick butt while also looking good, with a unique attitude as she does it. The Bellas are important in WWE's eyes because they are the main stars of Total Divas, but fans don't really view them as a big deal. A case could also be made for the divas of the future currently in NXT right now: Sasha Banks, Charlotte, Becky Lynch and Bayley. They are viewed by fans as well as management to be potentially game changing women if they are given a chance to have longer matches on Raw/Smackdown like they get in NXT. If WWE still keeps relying on the women having only three minute matches then they'll never be perceived as stars. The three that really stand out in terms of having the brightest futures are Paige, Banks and Charlotte.
