He's one of the most admired and popular wrestlers to step inside a ring during the Attitude Era, but William Regal was never a major champion with the WWE - something that has to be regarded as a huge mistake. Of course, he won a whole host of championships with the company - including the European Championship and the Intercontinental Championship. But that WWE Championship eluded him throughout the entirety of his career, and he unfortunately has to be on this list. With his unique European gimmick a real one-off at that time, it seems bizarre Regal never got a chance at the top end of the company.
