4. Finn Bálor
At SummerSlam last year, Finn Bálor became the WWE Universal Champion. Not only was he the first man to hold the brand-new belt, but he managed to become a world champion just a month into his career on the main roster. Unfortunately, in winning the title he suffered a major shoulder injury, and he was forced to vacate the it the very next day.
Bálor is finally back in action - though he hasn't returned to TV yet, the star has competed at a spate of house shows over the past couple of weeks. That means that the only thing keeping him from appearing on Raw right now is timing. It's not really surprising, given that the company usually saves debuts and returns until after WrestleMania rather than trying to shoehorn new faces onto the card at the last minute.
More likely, Bálor will return on the Raw after WrestleMania and start a new feud - maybe he'll even go after the Universal Champion, since he was never beaten for the belt. A Lesnar-Bálor program would be fresh and exciting, for one.
