3. Bill Goldberg
Major WWE Titles: 1-Time World Champion (2003) Bill Goldberg spent one year in WWE from the day after WrestleMania XIX in 2003 until WrestleMania XX in 2004. He hasn't been back in WWE since then and is rarely mentioned. His only World Title reign lasted 84 days and was completely uneventful. His run in WCW from 1997 to 2000 was phenomenal. He was the fastest rising star that they had during their final years and was a legit top draw as well. His undefeated streak that led to a WCW Title win over Hulk Hogan in 1998, which was huge. Back in 2010, Shawn Michaels spoke about if he thought Goldberg was a Hall of Famer:
To me, he's not even in the ballpark. Not because he's not talented, but greatness doesn't happen in a few years. Greatness is established over a long period of time. We try to promote people and get them over, but you can't do it that quickly. In our line of work, there are other qualities that make somebody viable besides just whether they're tough or not. In every other line of work...like if you're a lineman who can't play, everybody knows you can't play.
Shawn has a good point. Based on tenure, Goldberg didn't have that impressive a run. It's just that if you look at him at his peak, he was definitely a difference maker for WCW and a bonafide superstar, too. Triple H has also made comments about Goldberg that are similar to Michaels. Since WWE hasn't brought Goldberg back for anything in over a decade and he's outspoken against the company and his short tenure there, it seems unlikely that they would call on him for the WWE Hall of Fame any time soon.
