8. The Mountie - Quebecer Jacques

The Mountie is a name that usually comes up when people are tasked with listing the worst Intercontinental Champions of all time. The corrupt Canadian policeman was merely a transitional champion, beating Bret Hart for the title at a live event in order to drop it 'Rowdy' Roddy Piper at the 1992 Royal Rumble, setting up the Piper vs. Hart classic that took place at WrestleMania VIII. His reign lasted two days.

Less than six months after WrestleMania VIII, The Mountie was gone from the then-WWF, but Jacques Rougeau returned in the summer of 1993 as one half of The Quebecers alongside future pirate Pierre Ouellet, and the duo quickly established themselves as the top heel tag team in the company.

The Quebecers won the WWF Tag Team Championships on three occasions, defeating The Steiner Brothers, The 1-2-3 Kid & Marty Jannetty, and Men on a Mission for the titles. It was Jacques and Pierre who provided the opposition when Bret & Owen Hart completely fell apart, Owen attacking Bret after the Harts' title challenge at Royal Rumble 1994.

Jacques Rougeau was unable to win championship gold whilst teaming with his brother Raymond as The Fabulous Rougeau Brothers however, arguably the finest of all Rougeau incarnations in the World Wrestling Federation.
