7. Neville
Since his return to action last fall, Neville has been simply magnificent. He's the Brock Lesnar of the cruiserweight division, so far above his challengers in terms of power, experience and skill that it isn't really fair. He's become this hateful combination of peak Chris Benoit and peak Rey Mysterio with the mindset of a Dragon Ball villain, and it's hard to believe he's the same performer barely keeping himself relevant back in early 2016.
He's crushed TJP, Rich Swann, Jack Gallagher and Austin Aries so repeatedly and convincingly that he really has eclipsed the entire division. Cedric Alexander is likely next in line, but even if he manages to capture Neville's crown, it will feel more like WWE's attempt to book themselves out of a corner than a real coronation. The solution? Move Neville back into the ranks of the heavyweights.
At this point, after six months of obliterating opponents with extreme prejudice, Neville's short stature wouldn't automatically paint him as an underdog, especially against opponents like Sami Zayn, Finn Balor or AJ Styles. The King of the Cruiserweights is good enough to become the King of the World, and he's going to prove it.
