Firebreaker Chip was a schlubby jobber in a fire helmet. Todd Champion was a discount Lex Luger cosplaying Sgt. Slaughter. They looked like day shift male strippers, and they hailed from the deliriously stupid hometown of WCW Special Forces.

Much like "Tsunami", "Special Forces" is not a place. It is a noun, though, so at least they were in the ballpark. Grammar was never WCW's strong suit (we're still looking for your adjective, Nash). 

Was WCW Special Forces supposed to be this elite, inter-branch paramilitary force like from the G.I. Joe cartoon? Because otherwise there's very little reason for a guy in a fireman Halloween costume to be teaming with a guy in a soldier Halloween costume. Unless they met after failing the same Hot Cops audition, and wait a minute, that's almost certainly exactly what happened.
