8. Jack Swagger
Jack Swagger was World Heavyweight Champion back in 2013, and on the way to WrestleMania to defend against Alberto Del Rio. But he encountered a problem in February of that year when he was arrested by police. Swagger was leaving a SmackDown taping in Mississippi, but he was clearly a little too keen to get away - considering he was initially caught speeding. If that wasn't enough, Swagger was found to be over the alcohol limit at the time and upon searching his car, police found a stash of marijuana. He was charged on all three counts. He was later released, and has flirted with all areas of the card since. He's currently barely on it.
