There have been calls to induct Owen Hart into the WWE Hall Of Fame for years now. Previously, WWE had always been undecided, mainly due to problems with Martha Hart (Owen's widow) and her wishes that they didn't have anything to do with her deceased husband. 

Things have cooled sufficiently in recent years, so much so that WWE released a DVD set on Owen's life and career in 2015. Martha was outspoken about the release in the press, but her complaints didn't really register as loudly as they had before. Even Bret Hart has called for Martha to drop her grudge against the promotion and allow them to honour his brother.

The DVD was a major step towards Owen finally being inducted. Naturally, Bret would be the one to talk about his sibling. Emotions would be running high, because this would be something people have waited years to see. Bret also seems more lively when sharing tales of his brother's pranks, which would mark an endearing role in the event.
