2. Brock Lesnar
Brock Lesnar's time as Universal Champion was nothing if not controversial for WWE. After finally defeating longtime rival Goldberg to win the Universal Title, the Beast would hold that prize for 504 days.
Despite such a lengthy reign, Lesnar would only have eight matches during that time, often going months without appearing on WWE television. This run did include solid matchups with the likes of Samoa Joe, Braun Strowman, and AJ Styles before finally dropping the title to Roman Reigns.
After Roman Reigns' leukaemia diagnosis, Lesnar would be thrust back into his role as Universal Champion, defeating Braun Strowman in Saudi Arabia. A second absentee reign would follow, with Brock only defending the title once before losing to Seth Rollins at WrestleMania 35. Following a shock Money in the Bank win, the former UFC Heavyweight Champion would win the red belt for a third time, cashing in on Rollins before a stellar SummerSlam main event saw a quick end to The Beast's reign - with Seth once again overcoming the Conqueror.
Despite being largely gone from WWE programming for much of his time as champion, Brock Lesnar is still, at least for a few more weeks, the man with the longest cumulative time as Universal Champion. That along with several standout matches while holding on to Raw's top prize, more than solidified The Beast's place as the second greatest Universal Champion.
